Isn't this what my store's notification emails already do?

Your store emails the events; this campaign decides which channel each event deserves and adds the two updates stores usually skip — out-for-delivery and the post-delivery check-in.

Do tracking updates count against marketing frequency caps?

They shouldn't, and by default they don't — an order update is expected, not promotional. Keep them on a separate cap so a delivery notice never gets suppressed by a campaign send.
